Well, that's an eye-opener! I must apologize for my parochial,
English-language, Latin alphabet, ASCII viewpoint. I hadn't considered the
difficulty of producing a list of prohibited characters in a world where many,
many alphabets are in use, not to mention those languages written in scripts
where there are a mixture of syllabic and phonemic symbols. Just thinking of
producing a list for languages written in ideographic scripts is starting to
give me a headache.
So let me re-phrase. Where can I find a list of prohibited English-language
script characters?

I saw both of them, but I must confess that I am unable to extract a list of
prohibited characters from either.
