Your input contains an "element1 in no namespace", and you want the
output to contain an element  "element1 in namespace a-namespace-uri"
This is changing the element name, just as if you were changing the
local name from element1 to new-element1, and in xslt you code it more
or less the same way.

You can not use xsl:copy as you are changing the element name so you
probably want


    <xsl:template match="node()|@*">
        <xsl:element name="local-name()">
            <xsl:apply-templates/>
        </xsl:element>
    </xsl:template>
