don't use disable-output-escaping="yes" unless you are really sure it's
needed (and even then don't use it usually).

d-o-e does not work in attribute values. (Your processor may have an
extension that does enable that)

Simplest if if you can use xslt2 then you just need

<xsl:template match="dummy">
             <lvlText val="{codepoints-to-string(@character)}"/>
</xsl:template>
