in what situations would the following

<xsl:value-of
select="$moduleDoc//value[(_at_)name=concat(local-name(parent::*),local-name())]"/>
does not return the text value of the node.
The portion "parent::*" returns the parent of the current node in the
first expression and the parent of <value> in the second
expression. Similarly the "local-name()" returns different values in
both expressions.
Did you perhaps want for the second one the following?
select="$moduleDoc//value[(_at_)name=concat(local-name(current()/parent::*),local-name(current()))]
I hope this helps.
