This is not strictly necessary. Not sure if the processor is
allowed to, I think it is, to cleanup the namespaces the way
it likes and instead put the namespace decl. to
'test:other-ns-now' element.
At XSLT 1.0 the serializer (*not* the XSLT processor) has a great deal of
latitude to do add any namespaces it wants to.
I am a bit puzzled that you need such control over your
namespaces in the output.
