A footnote is not a footer. A footnote is designed to display only
on the one page on which the footnote is flowed.
If you want a footer on every page then define an "after" region in
your page geometry and then define a "static content" specification
in your page sequence, pointing to the name of your after
region. The formatter will flow your static content to your after
region on every page triggered by the paginating content.
