If you mean like the old instant saxon for saxon 6 then no, (and instant
saxon doesn't work on current versions of windows either) it relied on
the microsoft JVM which microsoft no longer distribute.
and if you mean that you want to run it as .exe without jvm
dependencies, you can consider 8.9.0.3N, which comes as several files in
one directory of which you can simply call transform.exe directly where
you otherwise did java -jar saxon8.jar.
