<xsl:for-each select="//LISTING"> should match both listings (...I believe).

Can you post some idea of your output HTML?

I'm guessing <tr><td>first</td><td>last</td></tr>

No b/c there are multiple entries under the 1st
LISTING ELEMENT where as there is only 1 entry in the
second LISTING.
