Remember that specifications are not meant to be tutorials. This
comes up a lot in standards development (I also contribute to OASIS
and ISO standards). A specification must objectively describe
functionality. Tutorial content should be considered non-normative
(also called "informative"). And some believe that non-normative
content has no place in a specification.
Which makes fertile ground for books, tutorials, training classes,
etc. which is good for the industry around the specification.
