but presumably more than one <component element.

The code you posted makes a list of <component>  elements on efor each
item of metadat, if you want one component element, move it outside the
loop, not

<xsl:for-each select="//dc:creatorid | //dc:creator1id | //dc:creator2id
| //dc:creator3id">
   <component group="authors_logins" name="value">
   <xsl:value-of select="."/>
   <xsl:if test="position() != last()">
   <xsl:text>, </xsl:text>
   </xsl:if>
   </component>
</xsl:for-each>


but instead

   <component group="authors_logins" name="value">
<xsl:for-each select="//dc:creatorid | //dc:creator1id | //dc:creator2id
| //dc:creator3id">
   <xsl:value-of select="."/>
   <xsl:if test="position() != last()">
   <xsl:text>, </xsl:text>
   </xsl:if>
</xsl:for-each>
   </component>
