[xsl] why: first mode, then matching the node, then import precedence, then priority?

Hi,

Why is there such a weird rule for selecting the right template? I would
intuitively think, that the mode, the node matching and the priority is
part of the template signature (like in object-oriented languages). So
that I can only override a rule where all these properties are equal to
mine. But the import precedence does override a rule with a lower priority!
