I think what you are describing could be achieved (in most cases) by
using xsl:include rather than xsl:import (so you can see priorities) and
then using xsl:next-match instead of apply-imports.

You'd have to be careful that included stylesheets didn't provide
templates of the same priority that matched the same node, though.
