Thank you very much.I gone through net for XSL:if examples.But didn't
find one with non-equality conditions.There are examples of comparison
operators and agreed I am having almost no/very little knowledge of
XSL at this moment.I am very thankful to XSL list for helping a lot.

The ' makes that a string literal with fixed value '{$value}'
in fact inside string literals is the ony place you can have { } in
xpath which only uses () and [] brackets.

Presumably you intended

not($args = $value)
