But then how sensible is it to construct a key to multiple external
documents when there are probably only a few occasional references to them
(most jumps are to elements in the current document)?

you don't  specify in xsl:key which document is to be indexed. The
semantics are that all documents in the universeare indexed but in
practice the system just indexes each on demand the first time you use key()
in that document.
