can someone explain why xsl:copy-of converts hex values to decimal?

It doesn't.

The parser doesn't report how the character was entered, whether it's as
character data or a hex or decimal reference. Just as it doesn't report
whether ' or " is used around attribute values.

The system will then linearise any character, however it was entered
according to its system settings.
