  <option value="3" SELECTED>3</option>

That is a short form allowed in html but not xml where you giove the
attribute value, but not the attribute name. In xml use teh full form
and the xslt serialiser will use teh short form if you are writing html.



 <option value="3" selected="selected">3</option>

 <xsl:for-each> are used to loop over a number
of elements? I , on the other hand, want to output a number of html
<option> elements, where the value increments for each iteration,

If you are using xslt 2 you can use
<xsl:for-each select="1 to 10">
....

if using xslt1 the faq has various possibilities

such as

<xsl:for-each select="(//*)[position() &lt;= 10]">
<xsl:variable name="p" select="position()"/>
....
