Is there any way to create an XSLT program and specify, "For this input element,

No.
It looks like you want the template for xs:eleemnt to apply templates to
irs (possible) descendants which specify facets, and make each of those
make a report. that way the code is simpler and closer to your English
problem description, and works which are all good properties to have
so (for example) replace
<xsl:template match="xs:element[xs:simpleType/xs:restriction/xs:pattern]">
<!-- report on the use of the pattern facet -->
</xsl:template>
by
<xsl:template match="xs:pattern">
<!-- report on the use of the pattern facet -->
</xsl:template>
