Michael's answer brought me on the right track:

<xsl:variable name="dictloc"
select="document('file:///c:/cygwin/home/Mengel/usr/levelup/lib/mpxvok.xml')"/>
<xsl:value-of select="$dictloc/mpxvok:mpxvok" />

does work, the error is afterward...
