yes, or at least that is what count(tokenize( @Attribute,';')) returns, which is what I think you meant.

You might expect it to return 1 in the first case but (for some reason) the spec clearly defines special handling here:

http://www.w3.org/TR/xpath-functions/#func-tokenize

If $input is the empty sequence, or if $input is the zero-length string, the result is the empty sequence.
