Using XPath 2.0 I would try to do this as follows:
//note[not(@type = ('meaning', 'text', 'pr-res'))]
With XPath 1.0 this would probably be ok:
//note[not(@type = 'meaning' or @type = 'text' or @type = 'pr-res')]
(these expressions are not tested)
