What should I do for when the ID is not greater than 500 did not apply the
template header? But if I must copy all the documents.

Note that '>' and '<' with XSLT 1.0 work only on numbers so your '500'
is converted the the number 500 anyway, meaning you could directly use
<xsl:if test="$id > 500">
<xsl:apply-templates select="@* | picking"/>
I think you simply want to change the above to
<xsl:apply-templates select="@* | node()"/>
to ensure not only the "picking" child elements but others like the
"detfac" are processed as well.
