[xsl] xpath error xpst0003 xslt 2.0 stylesheet

<xsl:if test="contains ($ent, '#PCDATA) or 
              contains($ent,'%block;') or 
              contains($ent,'%inline;')">

is giving me the error

I'm guessing it's an xml error, but I don't know
how to escape it?

Suggestions please?
