FOP is the XSL-FO renderer, but it can use any XSL engine (or in fact
anything at all) to generate the FO file that it renders. Assuming that
there is a new enough java for AIX that supports saxon there should be
nothing stopping you from using xslt 2 to generate the xsl-fo input to fop.
