and by calling into Java you can probably read in the file and get the
sequence of octets to feed to that function.

anyone know of a reliable extension that does this?

While gzip streams are part of "base Java" base64 encoding is not.
You may take any of the many hits while searching for "java base64".

There is one by Apache commons, one by code.google and many others.

Because I did not want to rely on anything "external" I wrote my own
(short) base64 converter recently ...

I need to take a jpeg / gif file as input and output it as base 64.

Is there a way to do this using XSLT 2 (Saxon 9+) / extension
functions.

There is

http://www.saxonica.com/documentation/extensions/functions/octetstobase64binary.xml

and by calling into Java you can probably read in the file and get the
sequence of octets to feed to that function.
