I've used the Ibex XSL-FO engine to add XML metadata to a PDF
document. I embed in the PDF's XMP the entire UBL document used to
produce that PDF rendering of that UBL document. The stylesheets are here:

Check with each vendor's tool as to custom extensions with which to
add XMP metadata. The facility is not part of the standard specification.
