If I understand correctly you can use
<xsl:copy-of select="f:format('{#Add a new {0}#}', @n)"/>
where the default definition of
<xsl:function name="f:format">
<xsl:param name="fmt"/>
<xsl:param name="val"/>
<xsl:value-of select="$fmt,$val"/>
</xsl:function>
But localised stylesheets could define it differently..
