Oh wait, it is already there, I raised it recently in bug #24970:

Thanks.  An earlier search on 'static expression' [1] hadn't turned up
anything, but I'd asked the question here rather than raising a bug just
in case there was anything that I'd missed.


I added a comment to the respective, public bug report [1]. I think it
covers your issue, if not, feel free to comment in that same thread.
Note that currently, internally we already updated the definition of
"core functions" to include map and math functions, which only leaves us
to a small editorial issue in the section you spoke of.
