This appears to be the result of an editing error; it looks as if two examples
intended for the 3.1 specification were erroneously added to the 3.0
specification. I will raise a bug report.

I am trying to evaluate this example in Oxygen XPath/XQuery Builder
view, which uses Saxon (9.5.1.3) behind the scenes.
I get this error:
"XPath failed due to: format-number picture: Passive character must
not appear between active characters in a sub-picture"
Who is right: the specification, or Saxon?
What would be the closest to this example that will not cause any errors?
