No, they all are siblings to each other, in the same way as shown in the sample 
file. They all are paras, just with a different pgftag attribute value.

Question: Are the "section" elements nested inside each other?
In other words, should a "2nd section" element be a child of a "1st section" 
element... that is a sub-section of the section?
