Why is the "ul" a child of the "p" element?

OT: it's common in some fields to use a list inside a paragraph for an
inline list where the items look (a) like this and (b) like this. A
UL-type container is used to imply a list ending with "or" before the
final item, whereas an OL-type list would imply "and" before the last item.

Lists outside a paragraph would be formatted vertically.
