Hi Rick,

Are you using conditional processing groups (values that contain parentheses)?

If not, the problem will be easier to solve.

The solution should consider the DITAVAL elements in order, such that the last 
relevant one wins. This ensures that specifications like

<val>
   <!-- hide all @product conditions, then include only @product="prodA" -->
   <prop att="product" action="exclude"/>
   <prop att="product" val="prodA" action="include"/>
</val>

are handled correctly (unless you're not doing this either, in which case you 
can have an even simpler solution specific to your use case).
