USENET has consistently used the name ``reply'' for the first button and
the name ``follow up'' for the second button. Why invent new names?

I think you still need the Reply-to-All button for when that IS really
want you want to do, and even newsreaders could make good use of it in cases
where Cc: etc headers were present in additional to the usual From.
