I am not saying that we should only design the spec for that constituency, but
they are the constituency I would target for early adoption of strong
descriptive policy statements.

I will agree and go along with everything Phillip said if he changes
_should only_ to _must not_
and that we use very strong wording in describing the suggested usage
for early adopters.
