I'll agree if I can change the phrase ever so slightly.
I would like to see the IETF meet where IETF participants
live. Over time, I would expect that to include quite a few places.

many IETF participants do we have that live in Dubai?
I won't ask how many we have in the Czech Republic :-)
Speaking for the anti-phishing community I can assure you that we are
constantly impressed by the interesting technical contributions that are made
on a daily basis by inhabitants of the formerly Soviet dominated countries of
Eastern Europe.
