They do by skewing statistics. ADs gauge WG position by the feel of
the room. 100 people in the room make it look like there's a lot of
interest, when it fact only the document authors and one of the WG
chairs have read the drafts. Same for hums. Who knows what drives
someone staring at a laptop to hum one way or another?
the final arbiter of any test in the room is on the mailing list.
disagreement if it is exists is trivially easy measure... ambivalence is
harder to measure. in the ipsec case there are potentially quite a lot
of people who aren't as concerned about the outcome as they are there is
one and that they're going to need to implement.
if the filter you apply is that only those with strong opinions should
participate that's going to drive outcomes to the margins.
As an example, the IPsecME meeting in Maastricht had over 100 people
in the room. Most never looked up from their laptop screens.
