Would it help if the Received: line had a domain-unique stamp, such that
at the border of any "sensitive" place, it would be easy to identify
the stamp.
I'd love to suggest it be the AS#, because that would have utility for
everyone, but I suspect that many entities that care also don't have
their own ASN, or the network being transitted doesn't have an ASN.
