It would be useful to run the stats to see how close we have ever come to
that. The affiliations are not on the site so it's difficult to do a quick
check. My recollection is that we have never seen worse than 2+2, and that
does not happen every year.
What I remember (without going back and checking) is something like 2+2+1 or
2+2+1+1 happening multiple times. What might actually be more interesting is
looking at say the last 15 years or so of Nomcom membership and understanding
what the long term trend of representation is. Unfortunately, we don't seem to
have that information all in one place.
