The configuration file you need to understand is the RCFILE resource.

The defaults are not achieved by interpreting templates.  They are
hardcoded in the page-generating Perl [pardon my crude explanation].

The program checks the RCFILE for perturbations.  If it finds them,
it applies them to the page-generation model before writing out pages.

The default configuration is what happens if there is no configuration
template or RCFILE.

Have you found the hypertext document?  The resource definitions that
are equivalent to the defaults are spelled out resource by resource
in the documentation, but you have to browse the structure to find them.
