For starters, fix that typo. Procmail won't include the file but just
assign its name as the value of a variable called INCLUDRC.

That should be unnecessary after the Sender: test, but even so, nothing is
special about "TO_"; you're asking procmail to look for a t, an o, and an
underscore. The token is ^TO_ and won't work without the caret. Also, take
out the asterisk; that just confuses things. (It would further be a good
idea to escape the periods.)
