I have never seen emails with !#$%&'*/=?^`{}|~ because all those characters
are also used by shells or are otherwise dangerous if not escaped in some
situation, and using those in an email address will most likely cause tons
of problems.

but I have seen emails containing '+' .

I have seen email with some of those characters in them.  Of course, a
bang character ('!') was in email addresses long before the '@' sign
ever was conceived for addressing.
