Yes but what is the 'REASONING' as to why this was chosen to be the case.
Either you didn't follow the link I posted, or you didn't read what was
there.
In SGML the string "--" terminates a comment. XML is based on SGML. So,
for compatibility with SGML, XML also does not allow it.
