My reading of draft-ietf-dkim-base-01 is: yes there is.
Section 3.7 describes it in 3 different ways in 3 different places: one
of them explicitly says that the CRLF goes there and the other two don't
mention how the sections are delimited.
The section will need some work to make this totally clear.
