[fetchmail]5.9.0 build error on platform without sigaction

Somewhere between 5.8.14 and 5.9.0 the line in sink.c that declares
sigchld disappeared:

#ifndef HAVE_SIGACTION
static RETSIGTYPE (*sigchld)(int);

Now, sigchld shows up as undefined when compiling sink.c
