[fetchmail] cant send email

hi 
Im new to Linux and try to install fetchmail and installed it, my problem I 
successfully retrieved my email using Outlook Express but when I tried to send 
an email. is fetchamil also capable of doing this if yes how would i configure 
it to send an email.
