[fetchmail] Cygwin root UID patch

The attached patch enables Cygwin fetchmail running under LocalSystem
(e.g., as an NT service) to behave the same as when running under root
on other Unixes.  Although this patch was motivated by Cygwin, it should
be very usable by other odd-ball Unixes (if any) where the root UID is
not zero.
