[fetchmail]NIT: ~ not understood in file names

It seems that, when file names are provided in the rc file, ~ is
not recognized as representing the home directory.  Granted it
might be a bit tricky to define what ~ "should" mean when running
as root or in multidrop mode, but -- running as an ordinary user
in single drop mode -- I found the limitation surprising.  If it
is documented anywhere, I missed it.
