Well, if you check the man page it tells you where it is:
~/.fetchmail.pid
lock file to help prevent concurrent runs (non-root mode).
/var/run/fetchmail.pid
lock file to help prevent concurrent runs (root mode, Linux systems).
/etc/fetchmail.pid
lock file to help prevent concurrent runs (root mode, systems
without /var/run).
So, if you running fetchmail as a non-root user, make sure it can
write to it's home directory.
