Some of these translations must be done (EBCDIC->ASCII,
ISO10646->LATIN1, etc) for anything to be done with the information
on the other side of the gateway. These gateways clearly *only care
about the character set*, and couldn't care less about the type
of the attachment.
And these EBCDIC<->ASCII gateways probably don't care if the
Content-Type says MAILASCII too, right? In the EBCDIC world, we may
find EBCDIC messages that nevertheless say Content-Type: MAILASCII.
Is this simply a question of updating the gateways at some point in
time after RFC-XXXX becomes a standard?
