You don't.  After much debate, we found the quoting mechanisms all too
cumbersome.  The encapsulation boundary must be selected in such a way
that it does not appear in the message body at all, and therefore no
quoting is needed.  This isn't as bad as it sounds at first -- it is
easy to come up with a boundary-generating algorithm that is so unlikely
to conflict that you could probably not even bother to look.  Doing it
more properly, you can bother to look and do a potentially costly "start
over" operation if there's a conflict, because such conflicts will be so
rare.  -- Nathaniel
