Character set in header...
The working group has made wonderful progress at coming close to closure
about BODY (message content) encoding enhancements. I strongly suggest
finishing that task completely and getting the spec to proposed, before
tackling the task of changing the rfc822 specs. It's a separable
task and likely to be even more controversial than the work done so
far.
Standard rule of project management is divide the tasks and make progress
where you can.
By the way, some long time ago, I asked for suggestions about changes to
822, itself, that were deemed necessary by folks. I received all of
2 or 3 messages. Somehow, I think that is more pent up feeling about the
topic than that and would still be interested in receiving cogent suggestions
for changes.
